Thoroughly researched, this publication
succeeds in what it was set out to do: to survey
the most important steps in the cooperation between
Member States on immigration policy as well as
to present the immigration policy currently followed
by the EU Member States at national level.
The increased immigration movement,
followed by the elimination of internal borders
have made immigration policy one of the most challenging
issues in the EU today as these issues can no
longer be solved at national or intergovernmental
level and a long-term harmonisation in these policy
areas must be achieved.
The publication is divided in
four parts: Part I offers a brief survey to the
most important steps in the cooperation between
Member States on immigration policy beginning
with the adoption of the Single European Act in
1986 and ending with the signature of the Treaty
of Amsterdam in 1997. Reference is also made to
the conclusions of the Extraordinary Meeting of
the European Council in Tampere, in 1999, where
policy guidelines and specific aims were agreed
upon. Part II focuses on the most important developments
in the process of harmonising the asylum and immigration
policy from the date of entry into force of the
Treaty of Amsterdam in January 1999 until the
expiry of the Dutch presidency of the Council
in December 2004. Part III presents the latest
key developments in the immigration policy of
the EU Member Sates at national level. In the
last Part, proposals are made regarding future
actions.
